Anderson Legislative Consulting, Ltd. is a full-time Springfield-based registered lobbying firm in the State of Illinois, founded in 1991 by the late William J. Anderson. Our firm has a long history of success in the Illinois General Assembly.
We have effectively lobbied on a variety of issues, including - but not limited to: local government, healthcare, medicaid managed care, fintech, K-12 education, insurance, public safety pension, public utilities and environmental. Over the years we have developed a strong relationship with both Chambers and on both sides of the aisle. Today, our consulting firm is owned and operated by Letitia Dewith-Anderson, wife of William J. Anderson. Our son, Taylor K. Anderson, and daughter, Allison Anderson Richard, are contract lobbyists for the firm.

Meet the Team
President & ceo
Letitia Dewith-Anderson
Letitia has more than three decades of experience working with the General Assembly, beginning with her career on the legislative staff of the Speaker of the Illinois House of Representatives and serving in a variety of legislative positions. She has extensive firsthand local government experience, having served as Chief of Staff for the City of Springfield.
Her duties as legislative staff included analyzing the budget of 10 state agencies (while staffing two legislative committees and authoring legislation). She served two Illinois Attorney Generals in the legislative affairs division, eventually serving as Deputy Director.
She has long served as a contract lobbyist, earning business partnerships with various corporate entities, local governments and associations. She served as the first Advisor to the Illinois Conference of Women Legislators and as Regional Director-External Affairs at Humana, Inc. For Humana, she oversaw the legislative, regulatory and political arena in 10 states. For three years, she served as Chair of the Illinois Chamber of Commerce-Legislative Committee and member of its Healthcare Counsel.

Taylor K. Anderson
Taylor has an extensive history in government relations. In 2008, Taylor founded the independent consulting company, Taylor Anderson. Prior to 2008, he received Illinois’ prestigious James H. Dunn Jr. Memorial Fellowship where he worked in the Governor’s legislative affairs division. He has served in several liaison positions for a variety of government agencies. Since forming his firm, he has performed as a subject matter expert and lead negotiator for over a decade, earning the respect of legislators on both sides of the aisle.
As a Dunn fellow, he helped design and author a website used to train and assist state agency liaisons on how to track bills. During his time there he worked closely with state agency heads and members of the Illinois Senate.
His extensive statehouse experience also includes internships in the Governor’s office of legislative affairs and with Illinois Senate President Emil Jones, serving on the Revenue Committee. In addition, he interned as a legislative liaison with the Illinois Environmental Protection Agency, handling both state and federal issues, and in the office of Secretary of State Jesse White as Assistant to the Deputy Director of Physical Services.
He also worked with the Illinois Chamber of Commerce government affairs division, where he analyzed voter precincts and researched and authored Chamber position papers. Furthermore, his experience includes work with the Illinois Association of County Board Members and Commissioners, organizing seminars for county officials and authoring various county newsletters and magazines.
Since 2008, he has traveled across the state to take part in speaking engagements to educate local government officials on the processes of state government. Moreover, he regularly serves as lead negotiator on a host of legislative issues including; educational, energy, environmental, labor relations, pensions, property taxes, telecommunications, and zoning. In addition, he often contributes publications on the legislative process and issues.
He attended Morehouse College before graduating from Pomona College with a Bachelor of Arts in Politics.

Allison Anderson Richard
Ms. Anderson Richard has legal and legislative experience. Ms. Anderson Richard is a licensed attorney and a registered lobbyist in the State of Illinois. Allison is the President of Anderson Richard Consulting, LLC a legislative and public relations consulting firm.
As a contract lobbyist, Ms. Anderson Richard has experience working with a variety of clients and lobbying on a large range of complex legislative issues; including, but not limited to, renewable energy, pension reform, K-12 education, health care, child welfare, workers’ compensation, adult-use cannabis, gaming and FinTech institutions.
In serving clients, she participates in legislative strategy development, legislative negotiations, as well as presents at legislative speaking engagements and/or webinars on behalf of clients. Ms. Anderson Richard works with all State Agencies, Constitutional Officers and both Chambers of the Illinois General Assembly; and, she prides herself on working with members from both sides of the aisle.
Ms. Anderson Richard received her Juris Doctorate degree from Washington University School of Law - St. Louis and a Bachelor of Arts degree in Law & Society from Oberlin College. She is an active member of the Illinois House of Representatives Democrat Women Leader Mentorship and a Founding Board Member of the People for Women’s Empowerment PAC.
